I have the honour to acknowledge the

receipt of your Despatch No. 89 of the 31st. March, 1911, and

to confirm my telegram of the 3rd. instant which was as follows:

With reference to your Despatch of March 31st., No.89 request permission to appoint to act as Deputy Superintendent of Police Hallifax vice Wodehouse

pending receipt by you of Despatch by next mail.Wode- -house fully engaged for three months special census work, only Lyons remains .State of crime very serious,

recent revolutionary movement Canton entails much pre -caution.Hallifax appointed Assistant Superintendent of Police in year 1900, holds still appointment senior to Wodehouse.Reverts to substantive appointment on return of Gompertz May 11th.There is no question of pay involved till Badeley's leave on full pay expires Other arrangements practically impossible, very strong -ly recommend.

At the present time Mr. F. J. Badeley,

the Captain Superintendent of Police, is, as you are aware, on

leave, and he is not due to return to the Colony until 10th.
